MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF PENRYN HELD ON MONDAY

26 SEPTEMBER 2022 AT 7:00PM IN THE COUNCIL CHAMBER, HIGHER MARKET STREET, PENRYN, TR10 8LT

41. Apologies

Apologies for absence were received from Councillors Bennett, Doyle, Harrison, Kirby, May and Wenmoth.  Councillor May requested it be noted that she would not be attending due to the Chairman’s insulting remarks at the last meeting.

Councillor Widdon was absent, no apology given.

42. Declarations of interest and dispensations

There were no declarations of interest or requests for dispensations.

43. Presentation – Ambose Community Land Trust – Brigantine, Penryn

Mr Fernandez confirmed that a Pre-Application had recently been submitted to Cornwall Council on behalf of Ambos for the Brigantine site.  The proposed sustainable development is seeking to develop the land as a ‘co-housing’ project to provide ten to thirteen affordable homes (1, 2 and 3 bedroom homes of various sizes) to respond to local housing need data, within an intentional community of mutually supportive residents, with additional shared facilities for working, cooking, eating and socialising together.  Car parking provision will be approximately 0.5 cars per unit to encourage car sharing, EV charging points and bicycle storage will be provided.  Existing vehicular access to the site will be maintained.  Mr Fernandez concluded that it is the intention to develop the project for an Outline Planning Submission as soon as possible in order to secure the purchase of the site and would keep the Council fully informed throughout the process.

44. Public Participation

Mr M Cant registered to speak in objection to Planning Application PA22/02627 PODS, Commercial Road Car Park, Penryn.

Mr Cant reported that due to the reduction of car parking spaces from 80 to 37 to accommodate the PODS that he, along with the Council, had undertaken car counts of the car park.  Over the last six months, nine car surveys, including drone surveys, had been carried out to assess current and future impacts of the proposed development.  Also, a Freedom of Information (FOI) request was sent to Cornwall Council for data on ticket sales.

The two key points from the findings are:

  • car parking on site is currently way over capacity for the proposed 37 spaces. There are well over 40 spaces being used every day (at least 20% larger than predicted and 50% on busy days), this was undertaken over a three-week period.
  • data obtained by the FOI shows that ticket sales have more than doubled in the last 7 years

Putting these findings together shows that it will culminate in nowhere to park for ‘drop-in’ customers for businesses, this will reduce footfall to the town centre.  Mr Cant concluded that he feels Cornwall Council need to find a better site, and for the members need to understand the pitfalls that a reduction in car parking spaces would entail.

Councillor Hanks added that no mention had been made of cycle users and that there is good public transport around the area and that there are other options for people to not just cars and that she could see both points of view.

48. Planning Applications

PA22/02627 – PODS, Commercial Road Car Park, Commercial Road, Penryn
After a discussion, it was RESOLVED that, the Town Council objects to the planning application on the following:

The application contravenes the following Policies:

  • Policies 1, 2, 4 and 27 of the Cornwall Local Plan
  • Policy 86 of the NPPF
  • Policies 3 and 4 of the Penryn Neighbourhood Plan

There would be a severe loss of parking to Commercial Road which is a thriving area and the student housing in the old Carrick Business Centre would find parking difficult.

On weekdays the average number of vehicles present is 20% larger than the proposed 37 car capacity, on busy days it is 50% larger.  Recent data that has been obtained shows that ticket sales have more than doubled in the last 7 years.  This proposal will result in an immediate loss of parking for businesses and residents.

Proposed by Councillor Langan and seconded by Councillor Tucker. Councillor Hanks wished to be recorded as abstaining from the vote.
