To discuss a request for allocation of spaces in Penryn for electric charging points for electric bikes and cars that can be utilised by the residents of Penryn and to consider supporting, in principle, the community purchase of an electric van for residents to share/hire.

MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF PENRYN HELD ON MONDAY 20 SEPTEMBER 2021 AT 7:00PM IN THE COUNCIL CHAMBER, HIGHER MARKET STREET, PENRYN
Councillors Present: Langan (Chairman), Grant (Vice-Chairman), Doyle, Hanks, Harrison, Hernandez, Jordan, Kirby, May, Milan, Ronchetti, Wenmoth and Williams.

Apologies for absence were received from Councillors Tucker (family commitments), Bennett and Widdon (family commitment).

There were no declarations of interests or requests for dispensations.

No requests had been received from members of the public wishing to speak at the meeting.
43. Presentation from Becalelis Brodskis – Penryn Transport Pool
Mr Brodskis explained that the project aims to contribute to reducing Penryn’s residents collective CO2 emissions and alleviate parking issues in the town by reducing the number of cars needing parking. This will be achieved by encouraging residents to adopt e-bikes and electric cars by providing a fleet of electric vehicles for residents of Penryn. He added that Cornwall Council is going to be providing grants to towns from ERDF funding through a project called DriveEV2, to develop the infrastructure and there is now an opportunity for Penryn Town Council to actively engage in preparing to plan for this.
fter general discussion and to aid with further strategic discussions, the Town Council requested that a link be set up between the Penryn Transport Pool and the Town Council, for example a Town Councillor(s) to attend the group meetings.
Mr Brodskis will advise accordingly with future dates and assistance.

It was RESOLVED that minute numbers 31 to 39 of the Planning Committee held on 16 August 2021 be approved and signed as a correct record.

The Administration Officer read a letter of support from Dr Jo Garrett for the proposals regarding the Penryn Transport Pool.
46. Planning Applications
PA20/07772 – Formerly Known as ‘Brigantine’ Land off Lower Market Street, Penryn
RESOLVED that the Town Council objects to the application. It is out of character for the town, overbearing and has a negative impact on Stoke House. The Town Council also notes the Historic environment Planning comments in 2020 on the design of the proposed building.

Reserved matters application for appearance, landscaping, layout and scale following outline consent PA19/03414 dated 10/12/2019 for the construction of up to 5 dwellings
RESOLVED that the Town Council has no objections, in principle, to the application. However, they would like the following to be taken into consideration:
- There is no public footpath on the right-hand side of the development down into Truro Hill
- The material consideration concerns of the neighbouring properties
- Cornish hedgerows to be replaced where possible
- Due consideration be given to native species and the natural environment
- Recommend sufficient litter and dog bins be provided

RESOLVED that the Town Council has no objections to the application but does have concerns in regard to the size of the annexe (too large and there is more than one bedroom proposed) and that it should fully adhere to the Cornwall Council Guidance note for Annexes.
Proposed by Councillor May and seconded by Councillor Grant. Councillor Langan and Kirby abstained from the vote.
An earlier motion that the Town Council objects to the application was LOST. (Four votes for the application, seven against and two abstentions).
