MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF PENRYN HELD ON MONDAY
19 DECEMBER 2022 AT 7:00PM IN THE COUNCIL CHAMBER, HIGHER MARKET STREET, PENRYN, TR10 8LT
Councillors Present: Grant (Vice-Chairman), Bennett, Doyle, Harrison, Milan, Ronchetti, Russell, Wenmoth, Widdon (from the point mentioned) and Williams

71. Apologies
Apologies for absence were received from Councillors Jordan, Kirby, Langan, May and Tucker.

74. Planning Minutes
It was RESOLVED that minute numbers 61 to 70 of the Planning Committee held on 19 November 2022 be approved.

76. Updates on Planning Applications from Cornwall Council Members (Information Only)
Councillor Widdon reported:
- Update on the Studytel building – Mr Gary Wilkinson of the developer Sondico reported that there is currently a survey being carried out the findings of which should be available by the end of January 2023. When the report is finalised then it is hopeful that a new contractor could be appointed. Councillor Widdon added that she is engaging with as many residents in the area regarding the field as they need to be kept updated with any future plans and encouraged the meeting to point any residents to her so that she can update them accordingly.
- Pendennis Headland – now been devolved to Falmouth Town Council.
- Cornwall Council has approved a charge of 100% Council Tax on all second homes in the county.
- Bodinar Road, Penryn – the Planning Officer has refused the planning application due to over engineering.
- Cornwall Devolution Deal – consultation is now open if any Councillors wish to comment.
- The new Police Superintendent, Ben Deer, is taking on new police recruits and they are now beginning their training and he has requested information on where towns would like to see more police visibility. Councillor Grant suggested that a further in depth discussion could be had on this at a later meeting and reported back to the Superintendent.
- Parcels of land on sites in Parkengue and Belhay – all patches of land will go as one package at an auction in 2023. Expressions of interest will be requested prior to the auction.

Councillor Widdon joined the meeting, following Councillor Widdon joining the meeting the Chairman went back to agenda item 6 – Updates on Planning Application from Cornwall Council Members
PA22/10392 – Stoke House, 54 Lower Market Street, Penryn
It was RESOLVED that the Town Council fully supports the planning application.
Proposed by Councillor Widdon and seconded by Councillor Doyle.
PA22/10059 – 23 Broad Street, Penryn
It was RESOLVED that the Town Council has no objections to the application of change of use but would prefer if the original frontage of the building was restored.
Proposed by Councillor Ronchetti and seconded by Councillor Milan.
PA22/10343 – Site Formerly known as “Brigantine”, Land Off Lower Market Street, Penryn
As discussions commenced, Councillor Widdon realised that she would need to declare an interest in the application as she is a member of the Community Land Trust. Councillor Widdon left the meeting and took no part in the discussions or the vote.
It was RESOLVED that the Town Council has no objections to the application due.

Following the above resolution being passed Councillor Widdon returned to the meeting.

It was RESOLVED that the Town Council objects to the use of upvc windows in the conservation area.

After a short discussion it was suggested that the meeting would record its support to the Mabe Neighbourhood Plan Consultation.

The minutes of the Falmouth and Penryn Conservation Areas Advisory Committee meeting held on the 7 November 2022 were noted.
There being no further business to transact, the meeting was closed at 7.50pm
