MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF PENRYN HELD ON MONDAY 16 AUGUST 2021 AT 7:00PM IN THE TEMPERANCE HALL (TEETOTAL HALL), LOWER MARKET STREET, PENRYN

34.Prenstation from Verto Homes – Penvose Student Village – PA21/04825

Mr Andy West from Verto Homes gave a presentation on Planning Application PA21/04825, Penvose Student Village.

The application has been submitted to Cornwall Council for determination of the reserved matters for appearance, landscaping, layout and scale following outline approval being granted on Planning Application reference PA16/11983 for the proposed development of a student village, new highway access, landscaping and associated infrastructure.  The main changes are as follows:

  • Reduction to 1858 bed spaces, 97 of which are wheelchair accessible
  • ‘Park and ride’ facility has now been changed to ‘park and change’. This is due to the park and ride schemes not being sustainable in respect of using just cars.  This change will encompass a number of more sustainable transport modes, i.e. bicycles, walking, electric bikes and vehicles etc.
  • Car parking spaces have been increased to 540 and designated spaces will be made available for car sharing
  • Improved connection from the student accommodation to the commercial areas on site
  • Space will be made available in the carparks for electric bikes and vehicles for lease or rent
  • Pedestrian and cycle links improved to the campus
  • Increase in services of the existing bus links
  • The playing pitch has been rotated to retain most of the existing hedgerows on site
  • Additional trees will be planted on site this will overcompensate for the trees that will be felled due to the development. These trees will give 44.5 tonnes of CO2 per year.
  • Discussions have recommenced with the Drs surgery in Penryn to enquire if they wish to proceed with taking over the proposed surgery on site. Dedicated parking will be available for surgery visitors

35. Planning Minutes

After a discussion on the wording of minute 29 it was RESOLVED that minute numbers 21 to 30 of the Planning Committee held on 19 July 2021 be approved and signed as a correct record.

Proposed by Councillor Grant and seconded by Councillor Wenmoth. Councillor Langan abstained from the vote as he was not present at the meeting.
