Minutes of the Planning Committee Meeting held on Monday 17 May 2022 at 7.00pm in the Council Chamber, Higher Market Street, Penryn, TR10 8LT

Councillors Present: Langan (Chairman), Grant (Vice-Chairman), Doyle, Hanks, Harrison, Jordan, May, Milan, Ronchetti, Tucker, Widdon and Williams

1. Election of Chairman

Nominations were called for the election of the Chairman.

It was RESOLVED that Councillor Langan be elected Chairman of the Planning Committee for the ensuing civic year.

Proposed by Councillor Grant and seconded by Councillor May.

2. Apologies

Apologies for absence were received from Councillors Bennett (away), Hernandez (ill) and Wenmoth (ill).

Councillor Kirby was absent, no apology given.

3. Declarations of interest and dispensations

Councillor Hanks declared an interest in application PA22/03501 – 18 Truro Lane, Penryn as the applicant is a family member.

4. Public participation

No requests had been received form members of the public wishing to speak at the meeting.

5. Election of Vice Chairman

Nominations were called for the election of the Vice-Chairman.

RESOLVED that Councillor Grant be elected Vice-Chairman of the Planning Committee for the ensuing civic year.

6. Planning Minutes

It was RESOLVED that minute numbers 108 to 116 of the meeting of the Planning Committee held on 19 April 2022 be approved.

7. Correspondence

The Administration Officer reported;

  • the result of the consultation by Cornwall Council on the 20mph Rollout – Phase 1 – Falmouth & Penryn Community Network Area.  The proposal will be implemented as below:

SN01 PENRYN

The original proposals will be implemented as advertised with the following exceptions.

  1. A decision on the B3292 (including Commercial Road / The Praze and a section of Church Road) has been deferred. This means that for the time being, the B3292 will keep its existing 30mph speed limit, however the Council retains the ability to implement the prior proposals within statutory time limits.
  2. The extents of the proposed 20mph limit on Kernick Road has been reduced to ensure that all changes in the speed limit are consistent with clear environment changes (e.g. rural – urban in nature). Ensuring such, should increase compliance on all 20mph roads.
  • Road Closure – B3292 Treluswell to Falmouth Road, Penryn from 4th July 2022 to 8th July 2022 (19:00 to 06:00 hours) by Cormac Solutions Ltd

8. Updates on Planning Applications from Cornwall Council Members (Information Only)

Councillor Widdon reported, that in regard to planning application PA22/02627 (Six permanent ‘pods’ for homeless people, Commercial Road Car Park) that Cornwall Council have objected to the application, and it will now go to Cornwall Council’s Planning Committee on the 6 June.  Councillor Widdon will attend the meeting and put in an objection as the strongest case against the application is the impact on the loss of valuable parking in the town.

Councillors Langan and Grant reported that they are unable to attend the planning committee on the 6 June, Councillor May will attend in their absence.

9. Planning Applications

  • PA22/02099 – Land at Kernick Farm, Off Kernick Road, Penryn
    It was RESOLVED that the Town Council has no objections to the application. However, the Town Council would like to see any Open Space contributions be focused in and around Penryn for its residents and be discussed with local members, as per Policy 11 of the Town’s Neighbourhood Plan.  Also, the Town Council requests that those additional 12 dwellings, from the 75 previously approved, do not have gas boilers installed and should now promote the use of renewable energy, as per Policies 8 and 9 of the Town’s Neighbourhood Plan.

  • PA22/03283 – 90 Market Street, Penryn
    It was RESOLVED that the Town Council has no objections to the application.

Having earlier in the meeting declared an interest in planning application PA22/03501, Councillor Hanks left the room for the duration of the item and not take part in the debate or the vote.

    It was RESOLVED that the Town Council fully supports the application.

  • PA22/03508 – Kernow House, 17 Green Lane, Penryn
    It was RESOLVED that the Town Council objects to the application. The proposal is over developed and too close to neighbouring property as per Policy 7 – Considerate Design – in the Town Council’s Neighbourhood Plan. The consideration of the objections to the neighbouring properties should also be taken into consideration.
