MINUTES OF THE MEETING OF THE PLANNING COMMITTEE OF PENRYN HELD ON MONDAY
15 AUGUST 2022 AT 7:00PM IN THE COUNCIL CHAMBER, HIGHER MARKET STREET, PENRYN, TR10 8LT
Councillors Present: Langan (Chairman), Grant (Vice-Chairman), Bennett, Doyle, Hanks, Harrison, Jordan, May, Milan, Tucker, Wenmoth, Widdon (from point mentioned), and Williams

30. Apologies
Apologies for absence were received from Councillors Ronchetti and Kirby (ill).
31. Declarations of interest and dispensations
There were no declarations of interest or requests for dispensations.
Due to Andy West being held-up at his previous meeting the Chairman moved onto item 4 on the agenda, the presentation on the Land at Penvose Farm PA21/04825 will commence when Mr West arrives.
32. Public Participation
No requests had been received from members of the public wishing to speak at the meeting.
Councillor Widdon joined the meeting.
33. Planning Minutes
It was RESOLVED that subject to the following amendment to minute number 26, second bullet point, first sentence – delete the first sentence and replace with “The Kernick Road and College Hill new developments, will not be using gas boilers which will be more sustainable”, that minute numbers 21 to 29 of the Planning Committee held on 18 July 2022 be approved.

34. Presentation from Andy West – Land at Penvose Farm, Roskrow, Penryn – PA21/04825
Mr West updated the committee on the current reserved matters planning application for the proposed student village at Penvose Farm, Roskrow.
He highlighted the following:
- The proposed 2000 student bed spaces have been reduced to 1858.
- The Park and ride scheme has now been altered to park and change.
- The proposed orientation of the sport pitches has now been changed from portrait to landscape
- The site will be zero carbon and will use all renewable energy sources
- There will be a retention of as many hedgerows as possible that are passing through the site.
- Areas for habitat are in line with what is expected by the ecologists with a 35% net gain for habitat creation
- There will be a large amount of greenspace and a wetland area
- There will be change in direction for the bus service to a safer route
- It is hoped that building on the site will commence in September this year.
35. Correspondence
The Administration Officer reported:
- Correspondence had been received from the owner of the Shellfish Pig, 11B Commercial Road, Penryn, who had been advised by the Assistant Highways Manager from Cornwall Council to request permission from the Town Council and the Cornwall Councillor for the following:
Request to park the Shellfish Pig van outside of Bango Kitchen and then block off the area in front of his building with some temporary fencing/plants to create some outside seating area and live music. The measurements for the area would be 4.5 metres from Bango Kitchen building to the cycle land and then across approximately 5 metres (the width of the Shellfish Pig building).
Councillor Langan requested that this should be discussed at the next Council meeting on the 5 September so that a vote can be made in respect of the request.
36. Updates on Planning Applications from Cornwall Council Members (Information Only)
Councillor Widdon reported:
From late 2023 every development proposal in the UK – no matter how big or small, and no matter what the current state of the plot is – will now have to demonstrate a measurable increase in the biodiversity fostered on site. The requirement is enforced by the 2021 Environment Act, which introduced an automatic new condition to every planning permission granted: a Biodiversity Net Gain (BNG) of 10%. This means that, before any development begins, applicants need to measure the existing and proposed biodiversity values of their sites. They also need to set a clear plan for the proposed increase, and get that plan approved by their local authority. Cornwall Council will be setting up their own advisory Department to assist applicants.

Before the vote took place, Councillor Wenmoth left the meeting and did not return, he felt that he was not given the appropriate opportunity by the Chairman to raise his questions and, consequently, did not take any further part in the meeting.
