MINUTES OF THE MEETING OF THE COUNCIL OF PENRYN HELD ON MONDAY 7 AUGUST 2023 AT 7:00PM IN THE COUNCIL CHAMBER, TOWN HALL, HIGHER MARKET STREET, PENRYN TR10 8LT

Councillors present:  Tucker (Town Mayor), May (Deputy Mayor), Bennett, Doyle, Grant, Harrison, Kirby, Milan, Orchel, Ronchetti, Russell, Wenmoth, Widdon and Williams

In attendance:  Robert Oliver (Finance Officer), Linda Body (Administration Officer)

57. Apologies

Apologies for absence were received from Councillor Hanks and Davies (both away).

58. Declarations of interest and dispensations

There were no declarations of interest or requests for dispensations.

59. Public participation

The Mayor reported that one member of the public had requested to speak, a local resident, regarding agenda item 16 – Memorial Gardens Tree Survey.

The local resident explained that during the recent high winds she had issues with falling branches from the trees in the Memorial Garden, these had nearly hit her parked car. She felt that the tree survey didn’t go far enough and the trees needed cutting back and thinning.

The Council advised the local resident that they will discuss the issue when reaching agenda item 16.

60. Presentation – Plastic Free Penryn

Plastic Free Penryn were not in attendance the presentation therefore didn’t take place.

61. Minutes

RESOLVED that minute numbers 36 to 56 of the meeting of the Council held on 3 July 2023 be approved and signed as a correct record.

Councillor May asked if any feedback had been received on item 56, Press release – Permarin toilets, the Finance Officer was unaware of anything but will confirm after speaking to the Town Clerk.

62. Committee minutes

  • The minutes of the meeting of the Events Committee held on 11 July 2023 were noted

Councillor Wenmoth questioned why the staffing minutes from 19 July 2023 were not included, Finance Officer to discuss with the Town Clerk and respond to the Council.

63. Minutes from outside groups

  • The minutes of the meeting of the Falmouth and Penryn Conservation Areas Advisory Committee held on 12 June 2023 were noted.
  • The minutes of the meeting of the Falmouth and Penryn Community Area Partnership held on 20 June 2023 were noted.

Councillor May advised that she had been contacted by the Chairman of the Community Area Partnership (was Community Network Panel) they are seeking a regular representative for Penryn. Councillor Orchel will represent the Council going forward.

64. Correspondence

  • Councillor Wenmoth requested more details on the Supportmatch Homeshare scheme and clarification if this impacts on Council Tax, Councillor Widdon advised that it does but this is offset by fees.
  • In response to the Ticket Office consultation Councillor May urged Councillors to comment on plans if it impacts upon them.

RESOLVED that the Council has ‘No objections’, however, the Council would like to add a clause stating that no future work/extensions to the current size of the property and any additional builds on the surrounding site, be permitted.
All works to be completed to the satisfaction of the Climate Emergency DPD. .

67. Mayor’s announcements and engagements

68. Representations by Cornwall Council members and reports from Councillors attending external meetings

Cornwall Councillor Widdon reported;

  • Community Capacity Funding – Extra funding available. Councils are struggling to secure funding this could be a way to try, it’s for an ‘extending service’ rather than a repair.
  • Local Area Energy Plan – Cornwall is one of the first areas to have this plan, potentially could lead to more schemes and savings in the long term.
  • ATM Removals – Large numbers of ATM’s are being removed. The post office can support most banking facilities and generally free of charge.
  • A30, Chiverton to Carland Cross – Email update sent to the Finance Officer which is to be distributed after the meeting.
  • Cornwall Energy Recovery Centre – Cornwall Councillor has visited the impressive site in St Dennis. Uses waste that is left after recycling as fuel to generate sustainable energy.
  • Treliske Hospital – Currently in the process of upgrading 7 departments. Other works include relocating departments and a new children’s hospital, all works due to be completed by August 2028.
  • Studytel Building – No further update from the last meeting, Cornwall Council have still received assurances that the building will be completed August 2024.
  • Tree Removal, Penryn Surgery – Trees have been removed from the surgery to allow for a staff wellbeing garden. This did cause some disruption to wildlife, any concerns should be addressed to the tree officer at Cornwall Council.
  • Permarin Car Park – Initially 20 long stay spaces had been earmarked, however 50% of the spaces has now been requested, due to find out in September 2023.

69. Town Clerk report

The Town Clerk’s report was noted.

Councillor May questioned how the change in CCTV services could impact the town Council. The Finance Officer advised that CCTV services could be available through Falmouth Town Council.

RESOLVED that the Council record a minute thanking Robert Oliver – Finance Officer and Linda Body – Administration Officer for their time and effort in applying for grants for the town Council.

71. Community grants

There was a request for a community grant from Carnon Carers

It was RESOLVED that, in accordance with sections 1-8 of Part 1 of the Localism Act 2011 (General Power of Competence), a grant of £200 be awarded to help the group celebrate their 25th year.

72. Memorial Gardens Tree Survey

RESOLVED that the works listed in the tree survey are completed, Finance Officer to provide costs for the next Council meeting.

It was RESOLVED that Councillor Hanks be an appointed as a member of the Events Committee

75. Flooring projects – various locations

RESOLVED that the Council appoints Profession Flooring Installation to complete works in the Museum office (£225), Temperance Hall stage area (£800) and Council Chamber stairs (£775) as per the recommendation.

76. Glebe cemetery preparation of additional land

RESOLVED that the Council appoints JWB Contractors Ltd to prepare the additional cemetery land at a cost of £1,425 as per the recommendation.

77. Replacement kitchen – Library

RESOLVED that the Council amend the recommendation and remove the oven unit and hob from the kitchen replacement as it’s deemed not necessary. The Council appoints Howdens to supply the kitchen at a max cost of £3249.75. Vespa Cornwall Ltd are appointed to fit the kitchen at a cost of £1,024.

RESOLVED that the Council appoint Howdens to supply the kitchen at a cost of £6,714.29. Vespa Cornwall Ltd are appointed to fit the kitchen at a cost of £3,584.
