RESOLVED that minute numbers 132 to 151 of the meeting of the Council held on 6 February 2023 be approved and signed as a correct record.

  • The minutes of the meeting of the Events Committee held on 7 February 2023 were noted.

157. Correspondence

There were two items of correspondence;

  • Cornwall Fire and Rescue Service – regarding a change of CCTV provision at Tolvaddon, the Town Clerk confirmed that an online meeting of the Clerk’s who are members of the West Cornwall CCTV (WCCCTV) group has provisionally been arranged for Thursday 9 March, with the WCCCTV group scheduled to meet on 27 March.
  • 2023 Off Street Parking order – Cornwall Council are consulting on the 2023 off-street parking order; the Town Clerk will forward the consultation to Councillors requesting their views to enable a formal response from the Council to be compiled.

161. Mayor’s announcements and engagements

The Mayor’s announcements and engagements for the period 6 February 2023 to 5 March 2023 were noted.

The Mayor reported that the St Piran’s day event held on Sunday 5 March was very enjoyable, and the feedback from the attendees that she had spoken with had been positive.

162. Representations by Cornwall Council members and reports from Councillors attending external meetings.

Councillor Widdon reported;

  • Housing – Cornwall Housing has been working on their backlog of housing repairs, inspections etc.
  • Allocations – there are currently 500 people for Penryn on the Home Choice list, at the present time those who have been graded as Band ‘E’ have no chance of being housed.
  • Housing IT Review – a 12-month review of the IT system has begun as the current system is not fit for purpose.
  • Climate DPD – was voted through, along with the inspectors’ recommendations.
  • Parking Charges Review – the consultation is live, the proposal is for blanket fees, the rationale being to standardise charges, with season tickets being cheaper, this also helps with creating healthy streets.
  • Housing behind Asda – the owners of Asda have objected due to a concern about them receiving complaints about noise.
  • Studytel (Kernick) – An inspector was on site approximately two weeks ago, there are several issues to address, but there does not seem to be any rush to get the building finished. Unfortunately, there does not appear to be anything that can be done to improve the situation.

Councillor Russell reported;

  • That he has attended the Falmouth and Penryn Conservation Areas Advisory Committee as substitute for Councillor Grant but would be unable to attend the meetings from May.

Councillor May reported;

  • Events – The St Piran’s event was the final event for the current financial year, if Councillors have any ideas/suggestions regarding the events, they can be sent to the Finance Officer.
  • Place Shaping – we are still waiting for the costings to go with the final report.

Councillor Wenmoth reported;

  • Facebook – there are now 4,000 members on the Penryn History page
  • The museum has re-opened following its winter break.
  • Placements – the museum have two student placements booked – 1 x University, 1 x College
  • Re-Accreditation – the museum accreditation has been received, thanks to Councillor Grant for all her work in achieving the re-accreditation.
  • Footfall – to improve the footfall to the museum, the Museum Society were looking at prices for an advertising flag in a weighted base.
  • Clothing – a suggestion was that the Town Council funds t-shirts for the museum volunteers

163. Town Clerk report

The Town Clerk’s report was noted.

With regards to the Glebe Cemetery the following points were raised:

  • Ongoing maintenance to keep the regrowth following the land being clearance to a minimum.
  • Small issue arose with access across Love Land whilst the clearing of the land took place.
  • Christmas tree at the cemetery – removal/regulations
  • Water butts – running out of water, and possible causes.

165. Selection of the Deputy Mayor for the 2023/24 municipal year

The Town Clerk reported that one nomination had been received for Councillor May for Deputy Town Mayor for the 2023/24 municipal year.

It was RESOLVED that Councillor May be selected as Deputy Town Mayor for the ensuing municipal year 2023/24.

166. Appoint a contractor to replace the windows in Penryn Library

A lengthy discussion took place regarding the procurement process.

It was proposed by Councillor May and seconded by Councillor Kirby that Contractor B be awarded the contract.

An alternative motion to defer the item to the April Council meeting was proposed by Councillor Ronchetti and seconded by Councillor Bennett

RESOLVED that the item is deferred to the April Council meeting.

167. Insurance

RESOLVED that the decision regarding the insurance policy is delegated to the Town Clerk.

168. Verge at Parkengue

A discussion took place regarding the options for the verges at Parkengue and the issue with the telecoms mast.

RESOLVED that due to the complications with the site regarding the mast and access over the land, the Council rescinds its expression of interest to take over the verge.

170. Election Update

The Town Clerk confirmed that following the closure of the nomination period for the election, five candidates had applied to become Town Councillors and therefore an election will be held.  There are two Labour party candidates, two Green party candidates and an independent.

RESOLVED that the estimated expenditure of £2,500 be approved for the poll cards for the forthcoming election scheduled for Thursday 30 March 2023.

171. Amended meeting dates for the 2022/23 municipal year.

The Town Clerk reported that the meeting dates have been amended due to the disbanding of the Planning Committee.  The Planning Committee dates have therefore been removed from the list; an extra Council meeting has been added on Tuesday 2 May.

The updated meeting dates for the 2022/23 municipal year were noted.
