172. Apologies
Apologies for absence were received from Councillor Grant (away). Apologies were also received from the two newly elected Councillors, Owen Davies and Katie Orchel (away).
The Town Clerk confirmed that the Cornwall Association of Local Councils (CALC) had advised the Council that the new Councillors need to “Sign a declaration of acceptance of office at or before the first council meeting after their election. Failure to do so and without giving apologies and the council agreeing formally to a delay, will result in the immediate loss of the seat”
It was therefore RESOLVED that the Council approves an extension for the signing of the ‘Declaration of Acceptance of Office’ for Councillors Davies and Orchel, and that the Declaration must be signed prior to the next Council meeting scheduled for Tuesday 2 May 2023 at 7pm s.83(4) LGA 1972.

RESOLVED that the Town Council supports the application, subject to the use of suitable building materials, for a build within the conservation area and close to listed buildings.
Proposed by Councillor May and seconded by Councillor Ronchetti
Councillors Kirby and Wenmoth wished to be recorded as voting against the proposal.
Following the above resolution, Councillor Widdon returned to the meeting.

182. Representations by Cornwall Council members and reports from Councillors attending external meetings
Councillor Widdon reported;
- Community Area Partnerships (CAPS) – will be replacing the Community Network Panels, the Falmouth/Penryn area has remained unchanged and will still be supported by Esther Richmond. Councillor Widdon also gave an overview of the CLUF funding.
- Housing – there are 324 on the homechoice register who want to be located in Penryn, 153 of which would like one bed apartments, only 77 of the 324 have a local connection. Penryn has 14% social housing. There will be 7 flats in Stoke House when the refurbishment is completed, Kings House in New Street is now part of the Cornwall Housing portfolio. Saracen House is expensive to upgrade, and the bottom floor will not be converted into accommodation. 3 The Praze will have an extensive upgrade.
- Permarin Car Park – was not part of the parking order, work is ongoing about finding the best solution for the Town, a meeting is being held next week.
- Studytel – a planning enforcement case has been created.
Councillor Russell reported;
- That he has attended his last Falmouth and Penryn Conservation Areas Advisory Committee meeting.

185. Community grants
Having earlier in the meeting declared a non-registrable interest in the community grant request for Penryn Federation of OAP’s, Councillors Doyle, Harrison, May, Milan and Williams left the room for the duration of the item and did not take part in the debate or the vote.
It was RESOLVED that Penryn Federation of OAP’s be awarded a grant of £500 towards their pantomime trip to celebrate 70 years of the group.

186. Community infrastructure levy report – neighbourhood portion of CIL
The amount of CIL receipts (neighbourhood portion) for the 2022/23 was £7,926.43, there was no CIL expenditure for the same period. The total CIL funds held at the end of the 2022/23 financial year is £11,748.36.
RESOLVED that;
- The CIL report (neighbourhood portion) for the financial year 1 April 2022 to 31 March 2023 is approved and submitted to Cornwall Council.
- The approved report is published on the Town Council’s website.

187. Annual leave policy
The Town Clerk confirmed that the annual leave policy had been updated to reflect the additional day of leave granted in the 2022/23 pay claim.
RESOLVED that the updated Annual Leave Policy be adopted.

188. Permarin toilets
The Town Clerk gave a quick overview of the recent vandalism that had happened in the gentleman’s toilet at Permarin, a discussion followed the main points raised were:
- Funding – applying for grants
- Lease agreement – notice required to return control of the toilets to Cornwall Council
- Security – CCTV
- Repair – should the toilets be boarded-up or repaired, would money be wasted if the toilets are repaired?
- Upgraded – should the toilets be upgraded in to a better facility
- Closing – is it possible to close the gentleman’s toilets and the ladies remain open.
RESOLVED that;
- the item is deferred to Council meeting scheduled for Tuesday 2 May 2023, to enable the Town Clerk to confirm the terms in the lease regarding returning the toilets to Cornwall Council’s control and the notice/terms required to conclude the cleaning contract.
- Councillor Widdon looks at possible funding streams to assist with the repair, upgrade etc. of the toilet block

189. Residents action group
Councillor Widdon gave an overview of her motion regarding the creation of a resident action group.
A lively debate then took place regarding the proposal, the main point raised included:
- Empowering residents to take responsibility for their areas
- Applying for/accessing funding
- Use of Penryn Town Council website
- Use of the Town Council’s staff/database/GDPR
- Use of buildings for meetings
- Is the group within the staff remit?
- Reporting items through the Cornwall Council website/speed of Cornwall Council’s response to issues raised
- Leafleting
- Concerns raised by residents on Facebook
- Will Cornwall Council give a rebate?
- Work on Permarin Park has finished and it is now filled with dog faeces
- Litter picks/volunteering – always the same people that turn up, dropout rate is high
- Staff reduction at Cornwall Council
- No administrative support from Cornwall Council
- How previous groups were started and supported by Cornwall Housing
- Reliance on Cornwall Council
- Changes to Town Council meetings – planning, events, climate emergency, neighbourhood plan – staff do have the time
- Reserves and unspent funds
- Have residents already signed up
It was proposed by Councillor Widdon and seconded by Councillor Hanks that a working party be created. Following a vote, the motion was LOST.
190. Appoint a contractor to replace the windows on the library
The Town Clerk confirmed that a total of £32,000 had been allocated for the replacement of the library windows, this is made up of £22,000 in the budget, plus the library transition fund ear-marked reserve of £10,000
RESOLVED that Contractor B (Treconcept) be appointed to replace the library windows at a cost of £36,791.25, and the additional expenditure of £4,791.25 be approved.
