1. Election of the Town Mayor (Chairman) for the municipal year 2022/23

MINUTES OF THE ANNUAL MEETING OF THE COUNCIL OF PENRYN HELD ON THURSDAY 12 MAY 2022 AT 7:00PM IN THE TEMPERANCE HALL (TEETOTAL HALL), LOWER MARKET STREET, PENRYN, TR10 8

Councillors Present: Tucker (Town Mayor), May (Deputy Mayor), Bennett, Doyle, Grant, Hanks, Harrison, Kirby, Langan, Milan, Ronchetti, Wenmoth, Widdon and Williams

In attendance: Helen Perry (Town Clerk), Linda Body (Administration Officer), Darren Holland (Customer Support Officer)

Members of the public in attendance: Approximately sixty members of the public

1. Election of the Town Mayor (Chairman) for the municipal year 2022/23

The Town Mayor, Councillor Tucker gave a brief resumé of her year in office

RESOLVED that the thanks of this Council be tendered to Councillor Tucker for the able and efficient way that she has discharged her duties as Town Mayor during the past year.

Proposed by Councillor Bennett and seconded by Councillor Ronchetti

Nominations were then called for the election of the Town Mayor for the 2022-23 civic/municipal year.

RESOLVED that Councillor Tucker be elected as Town Mayor for the municipal year 2022-23

Proposed by Councillor Wenmoth and seconded by Councillor Doyle

Councillor Tucker read aloud and signed the declaration of Acceptance of Office and received into her safekeeping the Lady Jane Killigrew Loving Cup.

Madam Mayor then presented a cheque for the sum of £1,000 to Anthony Retallack of Penryn Football Club, her chosen charity for the 2021-22 municipal year, and nominated her charity as Bosence Farm for 2022-23.

2. Apologies

Apologies for absence were received from Councillors Jordan (away) and Hernandez (ill).

3. Declarations of interest and dispensations

There were no declarations of interest or requests for dispensations.

4. Public participation

No requests had been received from members of the public wishing to speak at the meeting

5. Election of the Deputy Town Mayor (Vice Chairman) for the municipal year 2022/23

Nominations were requested for the election of the Deputy Town Mayor.

RESOLVED that Councillor May be elected as Deputy Mayor for the municipal year 2022-23.

Proposed by Councillor Kirby and seconded by Councillor Milan

6. To confirm the Mayor’s appointments

The Town Mayor thanked Jim Henderson (Town Crier), Reverend Amanda Evans (Mayor’s Chaplain), Annie Jones (Mayor’s Warden), Norman Hunter and Duane Glasby (Macebearers) for their support throughout the 2021-22 municipal year.

The Town Mayor announced her appointments for the 2022-23 municipal year as follows:

  • Mayor’s Chaplain – Reverend Amanda Evans
  • Mayor’s Warden – Annie Jones
  • Macebearers – Duane Glasby and Norman Hunter
  • Town Crier – Jim Henderson
  • Mayor’s Cadet – Eliana Bunclark

Following the announcement of the Mayor’s appointments, the Penryn Forget-me-not Singers entertained with three songs.

7. Appointments to committees

It was RESOLVED that;

  • All sixteen councillors are appointed to the Planning Committee
  • Councillors Bennett, Grant, Langan, May, Tucker and Wenmoth be appointed to the Staffing Committee
  • Councillors Doyle, Harrison, Kirby, May, Milan, Tucker, Wenmoth and Williams be appointed to the Events Committee.

It was RESOLVED that Councillors are appointed to the outside bodies as listed below;

It was RESOLVED that;

  • The Standing Orders as approved at the Council meeting held on the 14 April 2022 be adopted
  • The Financial Regulations as approved at the Council meeting held on 14 April 2022 be adopted
  • The review of the Council’s policies and procedures be deferred until the September 2022 Council meeting
