Public participation

Members of the public wishing to speak regarding items on the agenda will need to make a request to the Town Clerk before noon (12:00 pm) on the day of the meeting. Please also make sure you have read the Protocol for Public Speaking at Council Meetings.

126. Apologies

There were no apologies for absence, all Councillors were present.

127. Declarations of Interest and Dispensations

There were no declarations of interest or requests for dispensations.

128. Public Participation

The Mayor reported that we had one member of the public requesting to speak, Tom Hicks from Pendennis Leisure CIC, regarding agenda item 15 – Ships and Castles.

The Mayor also advised that a member of the public would be recording the meeting.

Tom Hicks explained how the closure of Ships and Castles could lead to the sale of the greenspace land.  Councillor Wenmoth questioned whether they had looked at the original ownership of the land, Tom Hicks confirmed they had and there was nothing to stop the sale of the land.  Mr Hicks continued to explain the need for local leisure facilities.  He had already received the support of Falmouth Town Council and wanted Penryn Town Council to support also.

Following the presentation from Tom Hicks the Mayor chose to proceed to Item 15 on the agenda.

129. Ships and Castles Leisure Centre

RESOLVED that the Council write a letter of support to Pendennis Leisure CIC and that Councillor Hanks is appointed as the Town Council’s ‘observer’.

Following the completion of the above item Tom Hicks left the meeting and did not return.

135. Representations by Cornwall Council Members and Reports from Councillors Attending External Meetings

Cornwall Councillor Widdon reported;

  • Housing – Changes to the current policy, renamed to Prosperous Cornwall. Focusing on climate emergency, housing crisis and poor health and wellbeing.  Walker Developments are due to start work on the Hillhead build in the Spring 2022.
  • Transport – Transport Policy is aiming to get people out of their cars. Councillor Widdon made it clear she was not trying to stop buses going through the town.  The requested traffic regulation orders (TRO’s) had been approved.
  • Budget – Current cuts at Cornwall Council are ongoing, Cornwall Council are looking at selling some assets.
  • Asda Trollies – Confirmation received from Asda head office that the trollies are being changed to those that lock on leaving the car park.

139. Interim Audit Report

The Interim Audit Report for the financial year ending 31 March 2022 was noted.

140. Annual Budget for the 2022/23 Financial Year

The Finance Officer confirmed the additional funds requested to the draft budget at the Council meeting on the 29th November 2021 had been added to the newly presented budget on the 10th January 2022.

RESOLVED that;

  1. That the annual budget for the 2022/23 financial year as set out in the appendix to the report ‘Second Draft budget Presentation 2022/23’ is approved.
  2. The precept for the 2022/23 financial year is set at £308,392
  3. The Town Clerk, on behalf of the Town Council notifies Cornwall Council of the precept for the 2022/23 financial year.
