Public participation

Members of the public wishing to speak regarding items on the agenda will need to make a request to the Town Clerk before noon (12:00 pm) on the day of the meeting. Please also make sure you have read the Protocol for Public Speaking at Council Meetings.

5. Planning Application

To comment on the following planning application that has been submitted for consideration

Non-material amendment in respect of decision notice PA19/04032 for alterations to door and window openings at ground floor level on east and west elevations, first floor juliet balcony on west elevation, reduction in size of openings and balconies to south elevation and reduction in doors to north elevation and additional first floor window.

To consider the budget proposals for the 2022/2023 financial year

To resolve that in accordance with Section 1 of the Public Bodies Admission to Meetings Act 1960 the public be excluded from the meeting during consideration of the following items by reason of the confidential nature of the items.  Proceedings, apart from any resolutions passed, shall remain confidential.

8. To Appoint an Alternative Contractor to Remove the Ramp at the Town Hall

To appoint a replacement contractor to remove the ramp at the Town Hall

9. Appoint a Weed Spraying Contractor – 2022/23

122. Budget – First Draft

A discussion took place about the first draft budget. The main talking points were the additional jobs that are required and need budgeting for the financial year 2022/23. The following were RESOLVED and will be added to the updated budget for further approval:

A discussion took place, and it was agreed the windows in the library should be replaced ensuring the replacements are double glazed. It was noted that there is £10,000 library transition fund in EMR that can be used towards the windows costs.

It was further noted that the front door is in a better condition and does not yet need replacing.

RESOLVED that the windows are replaced at the library at a maximum cost of £32,000 based on figures received and allowing for scaffolding. Additionally, the £10,000 library transition fund EMR is used to offset some of the costs.

RESOLVED that £4,500 is added to the budget to hardwire all Penryn Town Council computers to ensure a consistent and more stable internet coverage.

RESOLVED that £1,971 is added to the budget to allow for the replacement of the damaged dungeon door.

Proposed by Councillor Grant and seconded by Councillor Doyle

RESOLVED that £10,000 is added to the budget to allow for the repair of the wall behind the Temperance Hall and to replaster internally.

Proposed by Councillor Langan and seconded by Councillor Harrison

RESOLVED that £10,000 is added to the budget for a full survey to be undertaken on the land, any remaining funds are then used to begin the landscaping process.  Similar funds will be required in the 2023/24 financial year to complete the landscaping.

RESOLVED that no additional funds are added to the budget for the College Valley Land

RESOLVED that the master key system is rejected, and no additional funds are added to the budget.

RESOLVED that Jamie Truen Building are appointed to remove the ramp at the Town Hall at a cost of £2,750

125. Appoint a Weed Spraying Contractor – 2022/23

RESOLVED that Falmouth Town Council are appointed as the weed spraying contractor for the 2022/23 financial year at a cost of £2,045.16 +VAT
