RESOLVED that the Council ‘SUPPORTS’ the extension and alterations to the existing dwelling, but due to insufficient details, they are unable to support the installation of the shed at this time.

199. Planning decision notices

The planning decision notices received since the Council meeting on 3 April 2023 were noted.

Councillor May expressed her disappointment that the planning application PA21/09627 Carrick Business Centre had been approved despite the Town Council’s opposition as it went against our Neighbourhood Plan.

200. Proposed street name

RESOLVED that the Town Council supports the use of ‘Highcross Drive’ as the street name for the development.

201. Mayor’s announcements and engagements

The Mayor’s announcements and engagements for the period 3 April 2023 to 1 May 2023 were noted.

The Mayor raised the issue of Councillor support/attendance at Civic events, a heated discussion then took place.

202. Representations by Cornwall Council members and reports from Councillors attending external meetings.

Councillor Widdon reported;

  • Bus funding – the bus fare cap has been extended to June
  • Housing Consultation – a housing consultation is being carried out, which includes holiday lets.
  • Beryl Bikes – there have been three instances where bikes have not been returned correctly.
  • Bus Service Review – there are no changes to the service in this area, changes have been in areas where patronage has declined.

Councillor Hanks reported;

  • Penryn and District Twinning – are celebrating 50 years of being twinned with Audierne, the visit to Penryn/Falmouth will take place 15-19 June 2023, where there will be around 30 guests.

203. Town Clerk report

The Town Clerk’s report was noted.

204. Schedule of meetings

Two options for the meeting schedule were presented, option 1 – Council meeting first Monday of the month and Events Committee first Tuesday of the month, option 2 – Council meeting on the first Monday of the month and the Events Committee on the second Tuesday.

It was RESOLVED that subject to the with the January 2024 Council meeting being scheduled for Monday 8 January, option 2 of the meeting dates be approved for adoption at the Annual Meeting of the Council scheduled for Thursday 11 May 2023

RESOLVED that the Town Council supports the renewal of the Public Spaces Protections Order (alcohol consumption in designated public spaces) due for renewal in October 2023.

208. Permarin Toilets

The Clerk gave a brief update on the vandalism of Permarin toilets, and confirmed the break-clause within the agreement with Cornwall Council was three-months.

A lengthy discussion then took place regarding the best way forward.

It was proposed by Councillor May and seconded by Councillor Kirby that following the completion of the 3-month break clause the toilets are returned to Cornwall Council.  Following a vote, the motion was LOST.

It was proposed by Councillor Widdon and seconded by Councillor Hanks that a press release about the toilets is issued.

RESOLVED that a press release is issued about Permarin Toilets.

209. Rejuvenation of Commercial Road Report

Councillor May confirmed that the report had been presented to the Place Shaping Board and was now being brought to Council for final approval.

RESOLVED that the Rejuvenation of Commercial Road Report by the consultants Lavigne Lonsdale be approved.
