You are hereby invited to attend a meeting of Penryn Town Council to be held on Thursday 11 May 2023 at 7pm in the Temperance Hall (Teetotal Hall), Lower Market Street, Penryn  for the transaction of the undermentioned business.

1. Election of the Town Mayor (Chairman) for the municipal year 2023/24

MINUTES OF THE ANNUAL MEETING OF THE COUNCIL OF PENRYN HELD ON THURSDAY 11 MAY 2023 AT 7:00PM IN THE TEMPERANCE HALL (TEETOTAL HALL), LOWER MARKET STREET, PENRYN, TR10 8BH

Councillors Present: Tucker (Town Mayor), May (Deputy Mayor), Davies, Doyle, Grant, Hanks, Harrison, Kirby, Milan, Orchel, Ronchetti, Russell, Wenmoth, Widdon and Williams

In attendance: Helen Perry (Town Clerk), Linda Body (Administration Officer)

Members of the public in attendance: Approximately eighty members of the public

The Town Mayor invited Father Froom to lead the meeting in prayers.

1. Election of the Town Mayor (Chairman) for the municipal year 2023/24

The Town Mayor, Councillor Tucker gave a resumé of her year in office and thanked Councillors and staff for their support.

RESOLVED that the thanks of this Council be tendered to Councillor Tucker for the able and efficient way that she has discharged her duties as Town Mayor during the past year.

Proposed by Councillor Grant and seconded by Councillor Ronchetti

Nominations were then called for the election of the Town Mayor for the 2023-24 municipal year.

One nomination was received for Councillor Tucker, it  was RESOLVED that Councillor Tucker be re-elected as Town Mayor for the municipal year 2023-2024.

Proposed by Councillor Wenmoth and seconded by Councillor Milan

Councillor Tucker read aloud and signed the Declaration of Acceptance of Office and received into her safekeeping the Lady Jane Killigrew Loving Cup.

Madam Mayor then presented a cheque for the sum of £3,584.15 to Carolyn Trevivian of Bosence Farm, her chosen charity for the 2022-23 municipal year.

The Mayor presented certificates of appreciation:

  • Phil Hinch
  • John Kirby
  • Chaz Wenmoth

The Mayor then re-nominated Bosence Farm her charity as for 2023-24 municipal year.

Councillor May introduced Victor Tullin and Kerry Morris of ‘The Space’ and gave the background on the group, a cheque was then presented to Madam Mayor for £352.73 towards her nominated  charity for 2023/24.

2. Apologies

Apologies for absence were received from Councillor Bennett (ill).

3. Declarations of interest and dispensations

There were no declarations of interest or requests for dispensations.

4. Election of the Deputy Town Mayor (Vice Chairman) for the municipal year 2023/24

Nominations were requested for the election of the Deputy Town Mayor.

RESOLVED that Councillor May be elected as Deputy Mayor for the municipal year 2023-24.

Proposed by Councillor Kirby and seconded by Councillor Doyle

Councillor May thanked Councillors for her re-election and said that she was looking forward to supporting the Town Mayor in the coming year.

5. To confirm the Mayor’s appointments

The Town Mayor thanked Jim Henderson (Town Crier), Reverend Amanda Evans (Mayor’s Chaplain), Annie Jones (Mayor’s Warden), Norman Hunter and Duane Glasby (Macebearers) and Eliana Bunclark (Mayor’s Cadet) for their support throughout the 2022-23 municipal year.

The Town Mayor announced her appointments for the 2023-24 municipal year as follows:

  • Mayor’s Warden – Annie Jones
  • Macebearers – Duane Glasby and Norman Hunter
  • Town Crier – Jim Henderson
  • Mayor’s Cadet – Logan McLeod

Following the announcement of the Mayor’s appointments, the Penryn Forget-me-not Singers entertained with three songs.

6. Appointments to committees

It was RESOLVED that;

  • Councillors Bennett, Grant, Kirby, May, Tucker and Wenmoth be appointed to the Staffing Committee
  • Councillors Doyle, Harrison, Kirby, May, Milan, Tucker, Wenmoth and Williams be appointed to the Events Committee.

7. Appointments to outside bodies

It was RESOLVED that Councillors are appointed to the outside bodies as listed below;

  • Falmouth & Penryn Community Network Panel – Councillor Russell
  • Falmouth & Penryn Conservation Areas Advisory Committee – Councillor Grant
  • Falmouth & Penryn Foodbank – Councillor Bennett
  • Friends of Falmouth Hospital – Town Mayor, substitute Deputy Mayor
  • Maritime Line Forum – position vacant
  • Penryn & District Twinning Association – Town Mayor (President), Councillor Hanks
  • Penryn Museum Society (2) – Councillors Grant and Wenmoth
  • Penryn Town Local Trust – as per deed of trust Town Mayor, Deputy Mayor and immediate past Mayor.

RESOLVED that the list of meeting dates for the 2023-24 municipal year be adopted.

Proposed Councillor Widdon and seconded by Councillor Orchel

There being no further business to transact, the meeting was closed at 7:49pm and was followed by a civic reception in the Town Hall for invited guests.
